The provincial government has a vital role to play in the stewardship of heritage in PEI
through managing institutions, preserving collections, delivering programs, and
supporting related organizations and their activities. It has been in need of a strategic
framework, however, to allow it to fulfill this role more effectively. To this end, in
December 2007, the Department of Communities, Cultural Affairs and Labour issued a
Request for Proposals for a comprehensive study of PEI heritage, the aim of which was
